'Angina Hill' at Macleay Island - Gets Your Heart Rate Up.......Great for Some - Potential Killer for Others
WHAT ARE THE ISSUES?
WE NEED MORE DISABLED PARKING BAYS AT THE FERRY TERMINAL
PREAMBLE: There are approximately 150 active Disabled Permit holders on Macleay Island.
I'm sure 100% of these islanders would agree there is a real shortage of Disabled Parking bays at the Ferry Terminal!
Out of desperation to catch their ferry, Permit holders run the risk of parking illegally: the frequently vacant Boat Trailer bays & 'nature strips'.....and end up 'donating' $167 to Redland City Council (RCC)!!!

Macleay Island Disability Permit holders versus Redland City Council (RCC)
This page constitutes the Petition that will be submitted, along with your 'signed Petition' to RCC
1: The current allocation of 12 Disabled Parking bays is in-adequate with that zone, being fully occupied by 7am
2: Many Disability Permit holders need to travel to the mainland for medical reasons. Lack of parking means some Permit holders go home, cancelling or rescheduling their appointments.
3: For some, they park illegally out of frustration, to ensure they catch their waiting ferry.
4: Some Disability Permit holders resort to parking in the ‘upper-level parking’ resulting a trek down/up the infamous ‘Angina Hill’….with extreme difficulty....others just go home.
5: It’s frustrating to arrive at full Disabled Parking bays, AND, you look to the west, AND, 100m away you see 2000m2 of vacant tarmac – being forbidden to park.
1: RCC provide a ‘CONCESSION’, allowing Disability Permit holders to park in the nearby frequently vacant 7-Day Boat Trailer parking bays.
This acts to provide overflow capacity when all Disabled Parking bays are occupied.
RCC to change signage to read ‘Car with Boat Trailer Or Disability Permit Excepted’.
The Macleay Island police do not fine Permit holders if their Permit is displayed – this sets a precedent.
Note: A 2wk survey undertaken in October 2025 and a further 6wk survey March/April 2026 will vindicate that there are frequent vacant bays to vindicate that the ‘Concession’ request is based on solid evidence.
AND
2: That RCC convert the adjacent 6 x 6HR parking bays into an additional 4 x Disabled Parking bays. (refer map)


WHAT HAPPENS IF RCC REJECTS THE 2 PETITION REQUESTS?
Approval of both requests ensures availability of vacant Disabled Parking bays – without fear of being fined for illegal parking.
The overflow to the 7-Day boat trailer bays future proofs this parking.
In November 2025, a request was made to Redland City Council to allow Disability Permit holders a ‘Concession’ to allow overflow parking in frequently vacant 7-Day Boat Trailer – Council rejected this request.
Legal advice is that this could constitute Disability Discrimination of all Disability Permit holders on Macleay Island
If Council refuses both requests, this then amplifies the act of Disability Discrimination.
This scenario will then lead to an application to the Queensland Human Rights Commission for both Disability Discrimination and a breach of Human Rights of all Disability Permit holders on Macleay Island.
Sadly, this process may take 18~24 months for the Commissioner to reach a conclusion.
Once the ‘Submit Petition’ button is clicked, the Survey begins.
Only ONE Survey to ONE Disability Permit, otherwise the results will be inaccurate.
The Survey results are anonymous and not linked to your signed Petition.
The Survey results will be included with the Petition to Redland City Council.
The data extrapolated not only demonstrates usage, frustrations faced, fines and other specific data:
Eg: SMBI Disability Permit holders leave vehicles in Disabled Parking bays for longer periods (2-5+days) This alone reduces the MEAN availability of SMBI Disabled Parking Bays = 12 Bays effectively being 8 free Bays (est) at 4am: all occupied between 6~7am (est).
